GNU Gatekeeper 2.3.1 Release Candidate 1

To compile the release candidate yourself, you should use the latest CVS versions of H323Plus and PTLib (remember to set PTLIBDIR and OPENH323DIR before you start compiling).

Use "./configure --enable-h46018" to compile GnuGk with H.460.18 and H.460.19 support.
